A vintage F.B. Rogers silver on copper two-tiered serving tray with intricate chased floral designs, decorative openwork border and a double cornucopia design on the handle. As the name suggests, this piece has a base of copper (rather than the more common nickel silver) under the silver plating! F.B. Rogers was an American silversmithing company established in 1883 that operated until the early 2000s. I'd estimate this piece to be from around the 1950s-60s, but the overall look is quite timeless. If you don't want to serve delicate little teacakes on it, a tiered tray like this also makes a lovely jewelry or trinket display!
