This appears to be a magneto for a WWI-era Hispano-Suiza V8 aircraft engine, based on a quick Google search. This was the most common aircraft engine the Allies used during the war. Here's more on the engine. The mechanism on this one actually rotates by hand with some difficulty. We don't know much more about it but it would be pretty cool to own a piece of WWI history.
