This intriguing solid brass device has us all stumped, what does it do and how does it orient? It operates smoothly with its included crank handle, which turns the cylindrical portion of the object. It appears to have part that would slide onto a cleat of some sort. Whatever it is it looks important and because it is brass we think was on a boat and its pretty, shiny brass, so maybe it was on an expensive boat.
