While I can't say for certain this is from WW2, it does have many of the right tells to be of that period. Overall in good stain free condition, though there is a tare at the top where the rope is held in place. I believe this is the "1st Substitute" pendant, which is used to signal when your ship is absent of a unit commander. What a great gift for the maritime lover in your life.
