A funky li'l tool, this is a pair of vintage parallel pliers made by Sargent & Co., likely sometime around the mid-century. The action is still smooth and useable, although I have no idea what these would be useful for- in the past, similar parallel pliers worked as wirecutters, but there don't appear to be any sharp blades on this pair.
