HEY! Yeah YOU! Don't use without professional inspection! If you dare think you are going to use this tank without getting it inspected, you better not. This has definitely been sitting in someone's garage for 2 decades. Was last visually inspected in 2000, who knows when the last hydrostatic test was. It definitely needs both before even considering using. It had compressed air in it when it arrived, but I wouldn't risk my life on it. On the other hand it would make great yard art or a chime if you cut it half and turned it into a bell.
